"The Human Services Council (HSC) has purchased, from Purdue Pharma, the building at 1 Park Street, opposite the town green," announced Diane Allison, Chairperson of the Council’s Board of Directors. This major move has enabled HSC to develop a Community Services Center.  The lovely, historic 20,000 sq. ft. building housed the former Governor Bissell, The General Putnam Inn, Merchant’s Bank, and Purdue Pharma. The building will house six other not-for-profit agencies in addition to HSC:  The Voluntary Action Center, Catholic Family Services, Children’s Connection, Norwalk Symphony Society, Nursing & Home Care, Southwest Regional Mental Health Board, and The United Way of CT/SW Infoline.

The Human Services Council has been operating for 57 years.  Its mission is to ensure delivery of vital human services, identify gaps, enhance awareness, and to develop and implement programs to fill unmet needs.  Some of the many key initiatives developed by The Human Services Council include The Dr. Robert E. Appleby School Based Health Centers, Meals on Wheels, Domestic Violence Crisis Center, Norwalk Emergency Shelter, Infoline, On the Mend, and 40 South Main Street Efficiency Apartments.

The Human Services Council had the advantage of board members with legal, real estate, insurance, and banking expertise, which helped make for a smooth transition.  Additionally, The Human Services Council’s development and business expertise, coupled with the strong advocacy efforts of State Representative Larry Cafero, solidified the acquisition of $1.5 million in state bonding funds for its purchase. Citibank then gave HSC a mortgage to complete the acquisition.  "This new Community Services Center will enable all the partnering agencies enhanced, cost-effective services in a collaborative manner under one roof. We have much to be thankful for," said Elaine Andersen, The Human Services Council’s Executive Director. "This truly represents a new level of understanding and opportunity to enhance needed community services. We are very grateful to Purdue Pharma for helping us make this a reality."

Children’s Connection of Fairfield County Inc., an accredited Child Advocacy Center funded partially by the State of CT Dept. of Children and Families, has become a program of the Human Services Council, (HSC). This important child protection agency provides prevention and protection services in order to combat neglect and abuse of children and to strengthen families. This cooperative relationship will allow both agencies to more effectively service the needs of all those who benefit from the existing programs.
